Andhra Pradesh (AP) Plan Scheme –Administrative Sanction for an amount of Rs.653,08,28,000/- towards additional funds to meet the expenditure under “NTR Pensions to Old Age Persons and Widows” during the current financial year 2015-2016 – Accorded- Orders –Issued.

ORDER: 

1.A Provision of Rs.2447,57,97,000/- has been made in the BE 2015-2016 for implementation of the Scheme “NTR Pensions to Old Age Persons and Widows” during the current Financial Year, i.e., 2015-2016. 

2. In the reference first read above, the Commissioner, Rural Development, Hyderabad has requested the Govt. for release additional amount for implementation of “NTR BHAROSA Pensions Schemes” during the current financial year 2015-2016. 

3. Vide the reference second read above, the Finance (FMU-PR-RD&RWS) Department have issued consolidated Budget Release Order for an amount of Rs.795,40,44,000/- as additional funds for implementation of various schemes of Rural Development Department, out of which an amount of 
Rs.653,08,28,000/-(Rupees Six Fifty ThreeCrores Eight lakhs Twenty 
EightThousand only) has been earmarked under “NTR Pensions to Old Age Persons and Widows” Programme under Plan as additional funds in relaxation of Treasury Control Orders and Quarterly Regulation orders pending submission of Supplementary Estimates at appropriate time during the current Financial Year 2015-2016 towards meeting the expenditure under “NTR Pensions to Old Age Persons and Widows” duly mentioning the 
relevant Head of Account.

4. Government, after careful examination, hereby accord administrative sanction for release an amount of Rs.653,08,28,000/- (Rupees Six Fifty ThreeCrores Eight lakhs Twenty EightThousand only) as additional funds in relaxation of Treasury Control Orders and Quarterly Regulation orders 
pending submission of Supplementary Estimates at appropriate time during 
the current Financial Year 2015-2016 towards meeting the expenditure 
under NTR Pensions to Old Age Persons and Widows.

5. The amount sanctioned in parafour above shall be debited to the following Head of Account:- 

(a) General Plan of Rs.653,08,28,000 (Rupees Six Fifty Three Crores Eight lakhs Twenty Eight Thousand only):


6. The Commissioner of PR & Rural Development, A.P., Hyderabad shall draw funds by presenting a Grants-in-aid Bill and release the same by way of Electronic Clearance Service (ECS), after obtaining the budget authorization from the Director of Treasuries and Accounts, A.P., Hyderabad. 
Based on the administrative sanction accorded at parafour above, shall intimate the allotment of funds to the Government. The Commissioner, PR &Rural Development, A.P., Hyderabad shall watch the drawal and utilization of the funds by the concerned project implementing agencies. 

7. The Commissioner, PR &Rural Development, A.P., Hyderabad is 
informed that this allotment cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under the relevant Rules and informed that no further budget will be released until the DOR is received. 

8. The Director of Treasuries & Accounts, A.P., Hyderabad is requested to issue necessary budget authorization to the Commissioner, PR &Rural Development, A.P., Hyderabad based on theadministrative sanction accorded above. 

9. This order does not require the concurrence of the Finance Department 
in view of the orders issued by them vide reference second read above.
