Read the following:-

  1. G.O.Ms.No.126, SW (Q2) Department,  Dated. 3.9.1997. 
  2. G.O.Ms.No.62, S.W. (Edn.1) Department, Dated  8.7.2013.
  3. From the Director of Social Welfare, A.P., Hyderabad,  Lr.Rc.No.C1/1385/2016,  dated 29.03.2014.

Vide reference 3rd read above, the Director of School Education, Andhra Pradesh, Hyderabad,  has informed that a detailed review cum orientation work shop has been held by Hon'ble Chief Minister of Andhra Pradesh on 24.03.016. The public representatives from Scheduled Castes and Scheduled Tribes along with the Departmental staff and field have participated in the said work shop. The work shop has discussed on implementation of various programmes thread ware and has come up with various recommendations for improving the efficacy of the programmes and effective and timely delivery of services.  One such recommendation is to permit Social Welfare Department to outsource certain facility management services in Social Welfare Institutions. The objective of the recommendations is to:

  1. Ensure timely and effective maintenance of cleanliness, drainage & sewerage services including regular cleaning of septic tanks in SW institutes.
  2. Ensure timely replenishing of consumables such as Washing powder, phenol, Cleaning Equipment, bulbs, etc.,
  3. Ensuring attending to petty repairs such as repairs to electrical wiring, water pipe lines, electrical motor repairs, small repairs to doors and window, replacement of water taps in toilets and bathrooms etc.

2.He has further stated  that at present, these services are being obtained by the Hostel Welfare Officer  locally and as per the powers delegated to him and expenditure up to Rs.20,000/- per annum is being met under SH (07) Govt. Hostels under 270/272 Maintenance, in terms of G.O. 2nd read above.  

3.As these works are too petty in nature and it has become difficult to HWOs/JDs/DDs to contract and  execute the works institution wise and get them executed and recorded in M-Book.  Hence, in order to overcome this difficulty and also to ensure regular and timely maintenance of the Social Welfare Institutions,  the Director of Social Welfare, Andhra Pradesh,  Hyderabad  has proposed to outsource the day to day maintenance and petty repair activities of  Social Welfare Institutions.                                                                    

4.In the circumstances explained above, Government  after careful examination, hereby agree to the proposal of Director of Social Welfare, Andhra Pradesh,  Hyderabad to outsource the day to day maintenance and petty repair activities of Social Welfare  Institutions, as per the  procedure suggested below:-               

a)The following maintenance activities and petty repairs of SW Institutions shall be let out by way of out sourcing as per the procedures of the works contract followed in Government.


  • Timely and effective maintenance of cleanliness, drainage & sewerage services including regular cleaning of toilets and phenoelic cleaning of septic tanks in Social Welfare institutions.
  • Timely replenishing of consumables such as washing powder, phenol, Cleaning equipment, bulbs etc.,
  • Attending to petty repairs such as repairs to electrical wiring, water pipe lines, electrical motors, small repairs to doors and windows, replacement of water taps in toilets and bathrooms etc., 
  •  Daily sweeping of living rooms, class rooms, kitchen and Hostel premises etc.

For this purpose, each district shall be taken as a unit and an annual working estimate for undertaking the above activities for the institutions covered in a district shall be prepared based on the standard schedule of rates followed by APEWID Corporation.  All Institutions i.e. Hostels, Residential schools etc. will be covered in the work.  The Secretary, APSWREIS shall call for expression of interest and finalise the agency for each district separately.  The expenditure shall be borne by DSW/APSWREIS depending on the actual work done.  The operational guidelines in this regard shall be issued by Secretary, APSWREIS in consultation with Director of Social Welfare. 

  1. The annual working estimate shall be sanctioned by the District Collectors concerned.
  2. The work shall be supervised by the Executive Engineers, APEWIDC., as decided by the District Collector in districts. The payment shall be made based on the completion of service level standards by the outsourcing agency.
  3. The Managing Director / Chief Engineer, APEWIDC, shall prepare a model working estimate under 270/272.

5.The expenditure shall be met under the following head of account:-


  • "2225-Welfare of SCs. STs & OBCs
  • 01-Welfare of SCs-
  • MH 277-Education —
  • SH(07) - Government Hostels
  • 270/272 Maintenance (Non-Plan)

6.The entire procedure shall be completed and the new system should come into place before 31st May, 2016 so that all Hostels/Residential Schools should have facilities before opening. 

7.The Director of Social Welfare, A.P, and Secretary, APSWREIs, Hyderabad shall take further action accordingly.
