  • SUB:- Income Tax (IT) Deportment Clarification to Regarding CPS(NPS) Employee Holders Additional Tax Benefit Up to RS/-50,000 (Fifty Thousend Rupess) Clarification MEMO.





Income Tax (IT) Department has given clarification regarding CPS Deductions under 80 CCD (IB) and for CPS (NPS) Employees. The Important Clarifications useful when the CPS Deductions exceeds Rs.50000/- and also when the Total Deductions exceeds 1,50,000/- excluding CPS Deductions.

The Clarifications given are as follows:


  • If Employees have savings Rs. 1,50,000 under 80C excluding CPS Deductions, Then the Employee can show their CPS Deductions, under 80 CCD(IB), which is over the 1,50,000 Limit. This is useful for the Senior Employees whose Total Savings excluding CPS Deductions under 80C are more than 1.50 Lakhs.




  • If the Employee have less than 1.5 Lakh savings in 80C and exceeds 50,000 towards CPS (NPS), then the Employee can split their CPS Amount to 80CCD(1) and 80CCD(IB).

Candidates should have passed any Graduation (10+2+3 pattern) of a recognized University with 45% of aggregate marks or any other examination recognized as equivalent by the Universities concerned. 44.5% or more shall be rounded off and treated as 45%.
The candidates who have less than the prescribed percentage but have secured the same percentage or more on the aggregate in any PG Degree (Masters Degree) or B.Ed are eligible.

The ability of thinking of man makes our lives comfortable and convenient by his discovery and investigations or inventions. Searching for reasons and questioning are the basics of science and scientific development on the eve of Science Day- February 28th Department of School Education and SCERT is planned to conduct ‘Srujanotsavam-2017’ A Step towards promoting scientific thinking in all high school Children.

Objectives of SRUJANOTSAVAM - 2017:



  • To promote interest among teachers in reading scientific articles and modules.
  • To promote teachers to present their own papers in seminar on scientific concepts.
  • To promote students to participate in various activities related to science related to science and technology.
  • To invite teachers, students, academicians, scientists and parents at Andhra Pradesh  e-knowledge exchange platform.


Plan of Action:


Srujanotsavam-2017 is a scientific thinking promoting activity among all students of class VI to X and all science teachers. The main aim of this activity is going to provide a good platform for teachers to share their experiences and also for students to show their talents towards science and technology.


There are two platforms for teachers and students District Level Science Seminar for Teachers.
Elocution, Essay Writing, Drawing competitions for students studying class VI- X.th Srujanotsavam-2017 Competitions for students will be conducted at Four levels viz.,

School Level
Mandal  Level
Division Level
District Level

The competitions will be conducted for juniors and seniors separately at all levels.
Juniors – VI, VII and VIII class students.
Seniors – IX and X class students.
All media students are eligible but compactions will be conduct at a time for all students .
Students have choice to select medium for competition.

School Level first prize winners of 3 competitions will be sent to Mandal level.
School Level first prize winners of 3 competitions will be sent to Division level.
Division level First Prize winners of the above three competitions will be sent to district level.
District level first, second, third prize winners will be awarded on the eve of  Science Day District Level celebrations.

ROLES AND RESPONSIBILITIES:


District Educational Officer:


Appoint District Science Officer as a Nodal Officer to conduct Srujanotsavam-2017 – a step towards promoting scientific thinking in all High School children.
Conduct co-ordination meeting with DIET Principal, Lecturers and SSA, RMSA sectoral officers.
Appoint Dy.EOs. as divisional level Nodal Officers to conduct the said programme.

Nodal Officer (District Science Officer):


Nodal Officer should in contact with DEO, Dy.EOs, MEOs for the successful conduct of the programme.
Communicate schedule of the programme to all the schools irrespective of all managements.
Give vide publicity in print and electronic media.
Select comfortable venue to conduct district level competitions and for conduct of seminars.
Separate seminar venue will be identify Physical Science, Biological Science Teachers.
Care should be taken to provide perfect public address systems, electricity, drinking water, running water facility in toilets and working lunch.
Document all the district level activities and communicate the same to SCERT, Andhra Pradesh (mail-ID apscertsrujanotsavam2017@gmail.com)
Follow the budgetary norms provided by SCERT.

Deputy Educational Officer:


Deputy Educational Officer is a Nodal Officer of his respective division.
Communicate the programme Plan of Action to all schools and check whether it is properly communicated and conducted at drilldown levels i.e., school level, mandal level.
Select convenient venue to conduct divisional level competitions in the said themes for both Junior and Senior students.
Identify worthy persons to act as judges and invite them well in advance.
Invite scientist, academicians to the divisional level competitions.
Communicate divisional level winners’ information to the district nodal officer in the prescribed format.
Contact all the MEOs in his jurisdiction and collect information about the conduct of said competitions at Mandal level.
Prepare documentation of the total activity and submit the same to the District Educational Officer.
Give publicity in print and electronic media about Divisional level winners and the activity.

Mandal Educational Officer:


MEO is the competent authority to conduct Mandal level competitions.
Select suitable venue to conduct Mandal level competitions.
Identify local talented persons to act as judges for the said competitions.
Keep all the activities should be transparent.
Communicate Mandal level winners’ information to the Divisional level Nodal Officer in the prescribed format.
Prepare documentation of the total activity and submit the same to the District Educational Officer.
Give publicity of the Mandal level winners in print and electronic media.
Headmaster:
Conduct staff meeting and inform the details of the activity.
Fix responsibilities to the teachers to conduct competitions at school level.
Conduct all the school level competitions for juniors and seniors on the afternoon session of 16-2-2017 without disturbing regular classroom activities of the morning session.
Conduct Science Day celebration on 28-2-2017 in the school by inviting local guests and SMC members.
Distribute prizes and certificates for all the participants at school competitions on the eve of Science Day celebration.
Communicate the details of first prize winners to concerned MEO.

BUDGETARY PROVISIONS:


Rs.50,000/- may be released to each district for conduct of Science Teachers seminar, Divisional level and  District level competitions for students. Unit cost as followed.

All the Treasury Officers /PAOs in the State are informed that, Pension Fund Regulatory and Development Authority (Exits and Withdrawals under NPS) Regulations 2015,laid down clear guidelines with respect to stoppage of last three (03) months NPS deductions by Employer (DDO). As per the provision of regulation No.37 of the Pension Fund Regulatory and Development Authority (Exits and Withdrawals under( NPS) Regulations, 2015, contributions deductions under the National Pension System made by the employers from the salary of a subscriber shall be stopped at least three months prior to his / her date of superannuation, as may be applicable, to ensure that the exit withdrawal of the subscriber is smooth and effective. The employer shall settle directly the said last three months contributions at their end with the employee concerned.


Therefore, they are directed to advice all the Drawing and Disbursing Officers under their jurisdiction to stop to deduct monthly NPS deductions from the salary of employe whoes under N PS. three months ior to the date of superannuation / retirement. Further, they are also directed to reject such type of claims, if any received from the Drawing and Disbursing Officers. The Treasury Officer All the Treasury Officers / PAOs are requested to disseminate this information to all the underlying Drawing and Disbursing Officers by prominently displaying the information in their notice boards as well as by way of any other possible
communication.

The attention of all the District Educational Officers in the State is invited to the reference cited and they are informed that Government have introduced the Scheme 'Badikosta' with an objective to mini mised dropout rate mand to increase enrolment especially among girl students. Under this scheme it is proposed to supply bicycles to girl students of Class IX in High Schools. In the GO 2nd cited Government have accorded permission for supply of bicycles to the girl students of Class.IX, studying in the schools under the Government/ Zilla Parishad/ Municipal/ Aided/Model managements.

The Tender notification was issued on 01-10-2016. After the Tender evaluation the work order was issued to three bidders. The details of bidders to whom the work orders was placed and specific districts allotted for supply of bicycles are as follows:

They are, further, informed that as per work order supply of bicycles shall be done by the bidder up to the school points and to hand them over to the girl students. The vendor has to suabvrsthh bicycles to each and every "Y,wpegatea student within the time, sti A separate Mobile Application with name "Badikosta- is prepared and made available in the Google play store. The application must be downloaded into the tablets/ mobiles of the school/ Head Master and used for uploading the
data relating to delivery of bicycles to individual student every day by the HM/PET.

The Guidelines and requested to take necessary action on the following:


Provide accommodation of about 400 sq ft ( or two rooms) in any High School/ Junior College/ Private School of the Mandal headquarters or nearby school-cluster point for assemb*ling the bicycles before taking delivery.

The details Of Mandal-wise number Of bicycles to be supplied are appended herewith. It is the responsibility of the bidder/ supplier to supply the bicycle up to the school point.

Required number of qualified bicycle technicians, available in the district, shall be hired for verification of the technical specifications as per tender document and certify the bicycles.

The supply shall be made in batches of 1000 bicycles each. The batch number shall be engraved on the metal frame Of the bicycles for identification. The bidder has to provide sample bicycle to the District Educational Officer from each batch for technical verification.

The sample of bicycle, so provided by the bidder, shall be evaluated/ verified at the Mandal supply point. In the event of the samples of Bicycles supplied failing the quality tests or found to be not as per the prescribed specifications, the entire batch of 1000 bicycles shall be rejected.

The technical verification details shall be uploaded in the app immediately after completion Of the exercise.

Make the Head Master and the Physical Education Teacher of the School responsible for receipt Of bicycles from the supplier as per requirement and certify the receipt Of the bicycles through the app. The HM/PET has to Further, Ensure that the bicycles, supplied to the students, are completely fitted with all accessories (copy provided) Note down the batch number of the bicycles supplied to the
students. Ensure that the colour of the bicycle must be maroon. The finger print of the student, details of the student and photo graph of the student with bicycle shall be uploaded through mobile app confirming the receipt of the bicycle. the District Educational Officers are further requested to co-
ordinate with the vendors/ supplier, Head Masters/ PETs and ensure that the bicycles are supplied to all the beneficiaries and day-to-day details Of supply shall be provided to CSE.

With regard to adjustment of certain teachers waiting for placement due to vacating their places on account of filling up of their posts such teachers may be adjusted temporarily on ad-hoc basis against the vacancies available to avoid hardship to such teachers and also not to suffer instruction in the schools. For this purpose, station seniority should be taken into account. Service rendered by such teachers at their new places will be taken into consideration at the time of transfers counselling of teachers to be held in 2017 as if they are working in their previous places.

The categories of Teachers who are now transferred on promotion from LPs/PETs  and other equal categories should be relieved from the present place of working on receipt of orders he/she shall get relieved immediately i.e. within one day and join at the new school where now promoted/accommodated.

 He / She shall not claim for continuation in the promoted post as all such posts shall be made available for the general transfers counselling to be taken up in 2017 as per the orders to be communicated by the Government.

 If during general transfers counselling, he/she fails to exercise his/her option he/she is liable to be transferred to anywhere by the competent authority.

 All promotions/adjustments issued as per these proceedings  are purely ad hoc under 10 (a) of AP State and Subordinate Service Rules and shall be subject to review depending on the final outcome of the cases pending if any in Honble Supreme Court of India and any case pending in Honble HighCourt of Andhra Pradesh/AP Administrative Tribunal, Hyderabad.

Deviation of these instructions will be viewed seriously.Receipt of these proceedings should be acknowledged.
