ANIMAL HUSBANDRY, DAIRY DEVELOPMENT & FISHERIES (AH.I) DEPARTMENT

Read the following:

ORDER:

1.In the references read above, the Head of the Department, AH Department,
AP. Hyderabad has submitted the Project Proposal on Veterinary Ambulatory
services in PPP mode with the following components for a period of 5 years.


The Head of the Department, AH Department, AP. Hyderabad, has also
proposed for constitution of the Committee to identify the PPP Partner to operate
the scheme.

2.The Mobile Veterinary Ambulatory Services (MVS) will cater to the needs of
farming Community having various domesticated animals like Cattle, Buffaloes,
Sheep, Goat, Pigs, Dogs, Poultry etc. Each unit will have with the working team of
Veterinary Assistant Surgeon(VAS), Para vet and Veterinary Attendant cum Driver.
It renders Veterinary Services and Routine Medical and Specialized services. It will
be started in 45 AH Divisions, covering (810) villages with total Project cost of Rs. 12.60 Cr per annum (Both recurring and Non recurring) in the first Phase which can be increased to 180 units in a phased manner within the limits of Budgetary Provision.

3.Government have examined the matter in detail and after careful consideration hereby approve the Project Proposal of “Mobile Veterinary Ambulatory Services” in the State for an initial period of 5 years in PPP mode in 45 (Forty Five) Animal Husbandry Divisions on Pilot basis in the first phase which can be increased to 180 units in a phased manner within the limits of Budgetary Provision. The expenditure shall be met with in the approved Budget.

4.Government also ordered that the project be named as “Chandranna Sanchara Pasu Seva Kendram””.


5.Government also approved the Committee to identify the PPP partner as detailed below :

  1. Managing Director, APDDCF – Chairman Joint Secretary, AH,DD&F Dept. – Member
  2. Representative from SVVU, Tirupati – Member
  3. Representative of SERP – Member
  4. Representative of JD(AH), East Godavari district – Member
  5. Additional Director (Health) – Member
  6. Representative of NABARD – Member
  7. Head of the Department, AH Department,- Member/  Convener

6.The Head of the Department, Animal Husbandry Department, A.P., Hyderabad, is requested to form a Project Monitoring Unit with a dedicated Project Officer and ensure that all the Points covered in the Proposal are carried forward through an agreement to be entered with the NGO/PPP Partner and the payment to the NGO/PPP Partner is based on the milestone and achievements.


7.The Head of the Department, Animal Husbandry Department, A.P., Hyderabad, shall take necessary action accordingly.

8.This Order issues with Concurrence of Finance Department, vide their U.O.No.
38027/96(FMU(A&CACS) 2016, dated 13.04.2016.
