  • EC Approval of the project dated 16th September 2015.
  • PAB meeting on 9-5-2018. (Approved the said programme)
  • Proposal received from Pratham Education Foundation through email for the implementation of the TaRL Programme, Dt.16.05.2018.

  • Meeting with Commissioner of School Education on TaRL Programme at Conference Hall, Secretariat, 4th block, Amaravati, D1.06.07.2018
  • MoU between Commissioner of School Education, Serve Shiksha Abhiyan, A.P, Amaravati & Pratham Education Foundation, Dt. 23ff 7.12018. 





It has been decided by the Competent Authority to continue the implementation of "Teaching at the Right Level" (TaRL) Programme which was implemented in Ananthapuramu, Kumool and Vizianagram districts for the year 2018-19 by the NGO, Pratham Education Foundation, Hyderabad to improve the quality of Education for Students IIIrd to V in all Government Primary & Upper Primary Schools under Government & Aided management. As per the MoU 2018-19 the above said TaRL programme is to be implemented for the year 2018-19 As such, the District Educational Officers, Ananthapuramu, Kurnool and Vizianagram districts are requested to continue "Teaching at the Right Level (TaRL)programme in their respective district during the year 2018-19.

The financial assistance will be provided to Pratham NGO by the State Project Director, SSA, Amaravati, AP., as per the terms and conditions in the MOU from time to time for the said programme. Further, they are requested to the following guidelines for implementation of Teaching at the Right Level Programme in their respective districts, Instructed give proceedings to All Mandel Education Officers


  • To continue the Teaching at the Right Level (TaRL) Programme as per Sch given by the Pratham from time to time.
  • To identify required Cluster Academic Coordinators (CACs) among the existing primary school teachers,who are enthusiastic, able to travel, having sound subject knowledge, leadership and trainer qualities ratio should be 1:15 (one CAC in between 15 schools) and attach them to Pratham Education Foundation.
  • To issue deputation orders to the identified CACs to implement TaRL d) To process the training and review meetings to identified CACs on TaRL Programme based on requirements. a) To issue Circular to CACs to run 15 days of practice lasses as part of the TARL programme
  • To issue guidelines to pertaining to process that needs to be followed during Mandel level teacher trainings.
  • To issue instructions to all Headmasters of Govt. Primary and Upper Primary schools under Government & Aided management to implement the TaRL for standard 3-5 children, every day two hours one hour for language (Telugu) and one hour for Mathematics as per the given schedule.
  • Issueinstructions to run TaRL Programmes classes to 50% schools in the moming and 50% schools in the afternoon to get proper support from CACs
  • To conduct the monthly review meetings with CACs and Pratham staff to get the updates about the TaRL Programme and same should be intimated to the district level officials and DEO should inturn submit to the Director SCERT.
  • A circular to all Mandal Level MIS coordinators outlining their responsibilities for data entry in the TaRL programme
  • DEOs should review the project along with PO, SSA and submit review report, highlights, achievement, Issues and challenges to CSE on the 10th of every month.


These guidelines should be followed scrupulously.
