who have lost their family support or have lost either of the parent due to COVID-19, providing necessary support to these children in need of care and protection. Children identifed are being uploaded in the NCPCR’s Baal Swaraj portal as per the instructions of the Hon’ble Supreme Court identify the list of said 4337 children at feld level by the Village Education Welfare Assistants, Cluster Resource Persons (CRPs), Part Time Instructors (PTIs) and IERPs (Inclusive Education Resource Persons) then take consent from the parents / guardians for interest to join at nearby Urban Residential Schools / Urban Residential Hostels. The drive should be conducted from 24.08.2021 to 31.08.2021.

The attention of all the District Educational Ofcers & Ex-Ofcio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State is invited to the references read above that the Chairperson, NCPCR (National Commission for Protection of Child Rights) has informed vide reference 2nd cited that the children who have lost their family support or have lost either of the parent due to COVID-19, the Commission has prepared a document after due consultations with SCPCRs for dealing with children afected due to COVID-19 and requested to take necessary action in this regard.

Further, the Secretary, GoI, Department of School Education & Literacy, Ministry of Education and the Secretary for Ministry of Women & Child Development, Shastri Bhavan, New Delhi informed vide reference 1st cited above that Covid-19 has adversely impacted the whole world including

India. As a result of the pandemic, many children have lost one, and in some cases, both parents to the deadly virus. These children are in urgent need of food, shelter & psycho-social support at the movement. 

The Department of School Education and Literacy (DoSEL), Ministry of Education and Ministry of Women and Child Development (MWCD), Government of India, have taken cognizance of the situation and are determined to work jointly towards providing necessary support to these children in need of care and protection.

In this connection, in response to this ofce letter vide reference 5th cited, the Director, Dept of WD & CW and Director (FAC), Dept of JWCS&WSC, Andhra Pradesh, Vijayawada informed vide reference 6th cited that the details of the Children identifed are being uploaded in the NCPCR’s Baal Swaraj portal as per the instructions of the Hon’ble Supreme Court. As on 12.08.2021, 7111 such children details have been uploaded in the portal.

The details of 4337 children out of 7111 children have been collected and attached herewith the letter. 

In view of the above instructions issued by the Government of India and NCPCR, New Delhi and also the number of 4337 children communicated by the Director, Dept of WD & CW and Director (FAC), Dept of JWCS&WSC,Andhra Pradesh, Vijayawada, all the District Educational Ofcers & Ex- Ofcio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State are hereby requested to identify the list of said 4337 children at feld level by the Village Education Welfare Assistants, Cluster Resource Persons (CRPs), Part Time Instructors (PTIs) and IERPs (Inclusive Education Resource Persons) then take consent from the parents / guardians for interest to join at nearby Urban Residential Schools / Urban Residential Hostels. The drive should be conducted from 24.08.2021 to 31.08.2021. 

Further, they are instructed to provide CWC (Child Welfare Committee) certifcate by the concerned district authority to the children who have given consent to join in URSs / URHs.

Furthermore, they are requested to submit compliance report with extend of columns in Annexure – 2 i.e Is the children identifed to join URHs/URS and the URHs / URSs details should be reached to this ofce before 5 pm on 31.08.2021 in the prescribed format (Annexure – 2) to the undersigned without fail.
