1. G.O.Rt.No.121, School Education (Training) Department, dated: 17-06-2019. 

2. From the Secy., APREIS., Guntur, e-File No:ESE53-ACAD0ADM(VC)/1/2021- ACCD [Computer Number – 1378022]. 




1.In the G.O 1st read above, orders were issued according permission for making admissions through Random Selection Method (Drawal of Lots) for the students into Class 5th and filling up of the back-log vacancies in Class 6th and 7th in A.P. Residential Schools from the Academic Year 2020-21,with certain guidelines. 

2. The Secretary, A.P.R.E.I. Society, in the reference 2nd read above, has stated that, the process of draw of lots should be done manually, comprising of preparing slips; putting them in a bucket; picking them up randomly; recording the same; communicating to the students; taking options from the students if they are selected for more than one school etc., which is not an ordinary task for selection of approximately 4000 students from out of 14,000 applications as it requires lot of man power. Further, it is not possible to the Joint Collector, headed the Selection Committee to supervise such a lengthy and laborious process and there is a scope for clerical errors, which cannot be ruled out. 

3. The Secretary, A.P.R.E.I.S., has further stated that, the cost of operations is also disproportionately high, which is approximately Rs.18.5 Lakhs. Further, the APSWREIS has conducted admission through the lots during the Academic Year, 2020 – 2021, by applying the software developed by the APCFSS, which process was very simple and cost effective. During the current Academic Year also, the B.C Society, KGBVs and Model Schools are also adopting the said software. Moreover, the technical team of A.P.C.F.S.S., also confirmed that they are ready to conduct the process of automated draw of lots even at this stage and also confirmed that there are adequate provisions to convince the public that the process is transparent.

4. The Secretary, A.P.R.E.I. Society, has therefore, requested to amend the Orders issued in G.O.1st read above, duly permitting them to select the students for admission into Class 5th and other classes through the Automated Random Selection Method, while all other conditions of the said G.O. remain same. 

5. Government, after careful examination of the matter, and in partial modification of the orders issued in the G.O.1st read above, hereby accord permission to the Secretary, A.P.R.E.I.Society, to select the students for admission into Class 5th and other classes into the A.P. Residential Schools through the Automated Random Selection Method from the Academic Year, 2021– 2022. 

6. The Secretary, A.P.R.E.I.Society, Guntur, shall take further necessary action accordingly, in the matter.
