APOASIS (ANDHRA PRADESH ONLINE ADMISSION SYSTEM FOR INTERMEDIATE STREAM) ADMISSION INTO TWO YEAR INTERMEDIATE COURSES IN GENERAL AND VOCATIONAL Notification for Online Admissions 2021-22 As per the Govt. Memo No.1477968/IE-A2/2021-1




School Education (IE) Dept., Govt. of Andhra Pradesh, dated:10.08.2021 and in exercise of the powers conferred under clause (a) and sub-clause (xxv) of clause (b) of sub-section (1) of Section 99 of the Andhra Pradesh Education Act, 1982 (Act No.1 of 1982) and sub rule (7) of rule 14 in G.O.Ms.No.29, Education (Rules), dated: 5th February, 1987, the Board of Intermediate Education, Andhra Pradesh makes the following for admission of the students into Two year Intermediate course in General and Vocational streams through online mode in the Government / Private Aided / Private Unaided / Co-operative / Incentive Junior Colleges and Composite Degree Colleges in the State.


Guidelines for Online Intermediate Admissions Eligibility and Selection Criteria:


The eligibility criteria for the Admission into Two year Intermediate Courses in General and Vocational streams shall be as mentioned below:

Candidates seeking admission into First year of Two year Intermediate Course in General or Vocational streams must have passed 10th class public Examinations (S.S.C) conducted by the Board of Secondary Education, AP OR equivalent Examination. Students of other Boards shall submit an eligibility certificate issued by the Board of Intermediate Education, Andhra Pradesh.




The Candidate should satisfy 'local' / 'non-local' status requirement as laid down in the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order 1974, as subsequently amendments issued vide G.O.Ms.No.453, G.A (SPF.B) Department, dated: 03.07.1974 and G.O.P.No.646, G.A(SPF.B) Department, dated: 10.07.1979 (Annexure is enclosed).

Admission to 85% of the seats in each Course shall be reserved for the local candidates and the remaining 15% of the seats shall be unreserved as specified in the Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974.

The order of merit of the candidates shall be on the basis of the Grade /Marks secured in each subject in the qualifying examination. However, the aggregate marks awarded by other Boards will be normalized with that of Board of Secondary Education, AP.


In case of a tie in the Grade /Marks, the preference shall be followed in the order below:


(a) the grade / marks secured by the candidates in Mathematics for MPC, Science for BIPC and Social for Humanities

(b) the grade / marks secured in 1st Language

(c) the grade / marks secured in 2nd Language

(d) the grade / marks secured in 3rd Language and

(e) the date of birth / age of the candidate (senior in age gets priority)


Rules of Reservation for Admissions: 


The reservation of seats will be as follows:

SC 15%

ST6%

BC 29%

Group-A: 7%

Group-B: 10%

Group-C: 1%

Group -D: 7%

Group-E: 4%


SC, ST and BC candidates who get seats on merit will not be considered against the seats reserved for them and such candidates will be considered under the general category of seats.

If sufficient number of candidates are not available to fill up the seats reserved for SCs they shall be filled up by suitable candidates from STS and vice-versa. If the required number of candidates is not available for filling up the quota of seats reserved for SCs and STs they may be filled up by candidates from the general pool on the basis of the merit.

While filling up the seats reserved for Backward Class-A, the qualified Backward Class-A candidates should be considered in the order of merit. If qualified Backward Class-A candidates are not available, the turn will go to Backward Class-B, Backward Class-C, Backward Class-D or Backward Class-E in the order of merit in each group. If no suitable candidates are available in any of the five groups, the seats shall be filled up from general pool on the basis of merit.


NCC and Games & Sports:


A Maximum of 3.5% of the seats of Intermediate Courses shall be reserved for the candidates who have distinguished themselves in Sports and N.C.C as follows:

(i) Reservation for N.C.C: 1% of the seats are reserved for the students possessing the prescribed certificates in N.C.C. If suitable candidate is not available for any seat in the above categories, the same shall be filled up from general pool on the basis of merit.

(ii) Reservation of seats for Games and Sports: 0.5% of the seats are reserved for students who have participated in the games and sports.

(iii) 2% of the seats are reserved for children of Ex-Servicemen and Children. of Armed personnel as per existing Government orders.

(iv) If suitable candidates are not available for any of the above categories, the same shall be filled up from general pool on the basis of merit.


Children of Ex-Servicemen and Children of Armed Personnel (CAP):


2% of the seats are reserved for children of Ex-Servicemen and Children of Armed personnel as per existing Government orders and shall be in the following order of preference:


(a) Children of Armed Forces Personnel killed in action.

(b) Children of Armed Personnel disabled in action and invalidated from service on Medical grounds.

(c) Children of Armed Forces Personnel who are in receipt of Gallantry Awards, the order of merit for consideration of the Gallantry Awards being as given below:


i. ParamVir Chakra

ii. Asoka Chakra

iii. SarvothamYodh Seva Medal

iv. Mahavir Chakra

v. Kirti Chakra

vi. UttamYoudhSeva Medal

vii. Vir Chakra

viii. Shourya Chakra

ix. YudhaSeva Medal

x. Seva/NauSena/VayuSena Medal xi Mention of Dispatches


(d) Children of other Ex-Servicemen.

(e) If suitable candidate is not available for any seat in the above categories, the same shall be filled up from general pool on the basis of merit.


Physically Challenged:


3% of the total number of seats are reserved for Physically Challenged persons (Visually Challenged, Hearing Impaired & Orthopedically Challenged) as per the existing Government orders.

There shall be horizontal reservation in each category (OC, BC, SC and ST) in each Course of an institution, for the following categories, to the extent indicated against them:


Visually Challenged - 1%

Hearing Impaired - 1%

Orthopedically Challenged - 1%


The classifications with regard to the above priorities shall be as follows:


(a) Visually Challenged/Impaired: A person can be said to be Visually Challenged if the vision is from 6/18 up to 6/60 and anything less than 6/60 shall be considered as an extreme handicap. The above criteria shall also be made applicable to persons with vision in both the eyes, but coming within the range of defects indicated above.

(b) Orthopedically Challenged:


Defects of upper limbs:


(a) Quadriplegic (loss of use of 4 limbs shall be considered as the topmost priority in this category).

(b) Loss of both the limbs preference shall be given to loss of upper limbs from the above downwards

Defect of lower limbs: The criteria applicable to upper limbs shall also be applied to lower limbs with preference to be given for the loss of limbs from the above downwards.

(iii) Hearing Impaired: The Deaf are those in whom the sense of hearing is non-functional for ordinary purpose of life. They do not hear and understand at all even with amplified speech. The cases included in this category will be those having less / more than 90 decibels in the better ear (profound impairment) or total loss of hearing in both cases. A person is deaf if he cannot hear for all practical purposes being deaf in both the ears. Persons using hearing aids are to be considered as deaf.

(c) The loss of one eye or one upper limb or one lower limb shall be given a very low priority. (d) In case suitable candidates are not available for any seat, such seat shall be filled from general pool on the basis of merit.

Candidates claiming reservation under NCC/Sports/ PH/ CAP shall submit the original certificates to the concerned college principal for verification after allotment of admission. If any false certificate noticed by the principal, the candidate admission will be cancelled.

PH Candidates shall submit certificate issued by the District Medical Board.

CAP Candidates shall submit certificates from the Zilla Sainik Welfare Board (viz) Discharge book entity card etc for Verification. Children of Ex-Service and In- Service persons who are domicile of Andhra Pradesh will alone be considered for allotment of seats under CAP Category.

NCC & Sports - Produce original certificates issued by competent authorities. The candidate should have represented from the state of AP.


For Women Candidates:


(a) a minimum of 33 1/3% of the available seats in each Course will be i.e.,allotted to women candidates from each category, OC/SC/ST/BC/PH/CAP/Sports.

(b) This rule is not applicable if women candidates selected on merit in each category exceed 33.33% or more of the seats therein.

(c) In the absence of suitable women candidates in the respective categories, these shall be filled with men candidates of the same category.


How to Allotment of Seats Course wise Seats Allotment:



1. General courses - 88 per section

2. Vocational 

a) Paramedical - 30 per section 

b) Non Paramedical - 40 per section




Fee for Two year Intermediate Courses:



Fee should be paid at college level as prescribed by AP School Education Regulatory and Monitoring Commission (APSERMC).

Penalty for the violation of these Rules: Admissions should be made through online only. Offline/physical admissions will not be entertained. If any deviations in this regard will be dealt as per the Act of BIE.


Payment of Processing fee:



(1) The details of online admission processing fee will be as follows:

OC/BC -  Rs.100/

SC/ST/PH -  Rs.50/

Processing fee can be paid through online using credit card or debit card or through internet banking or google pay etc.,

Payment of processing fee may sometimes be delayed due to network issues and payment made by the candidate may not be successful. In such cases, candidates need to pay the processing fee once again and the amount debited due to the failure of transaction will be remitted back into the respective account within 4 working days from the date of payment.


The State Level Online Admission Committee (SLOAC):



The State Level Online Admission Committee shall consist of the following

Members to monitor and implement the online admission process at State level.


1. Joint Secretary (Academic) BIE, AP 

2. Joint Secretary (Exams-II), BIE, AP

3. Joint Secretary (Voc), BIE, AP

4. Deputy Secretary (Academic), BIE, AP

5. Deputy Secretary (Exams-VII), BIE, AP



District Level Online Admission Committee (DLOAC):



There shall be a District Level Online Admission Committee consisting of the following Members to monitor the online admission process and to address the grievance of the Junior Colleges and the Students during the online admission process.


1. Regional Joint Director, AP

2. District Vocational Education Officer, AP 3. Regional Inspection Officer, BIE, AP

4. One Senior Principal, GJC 

5. One Senior Junior Lecturer, GJC /AJC


Helpline and Support:


District Level Help Line Centres (DLHLC): In all the Regional Inspection Offices of BIE there shall be a District Level Help Line Centre (DLHLC). 

These DLHLCS provide assistance to the students in registering on APOASIS, making web options, issues related to allotment of seats etc. The DLHLCS shall take the responsibility of resolving all the problems faced by the Colleges and students under their jurisdiction. The composition of DLHLCS shall be as follows:


a) Administrative Officer concerned District. b) Senior Junior Lecturer in GJC / AJC as nominated by the Concerned Regional Inspection Officer.

c) Other supporting staff as nominated by the Concerned Regional Inspection Officer.


College Level Help Line Centres (CLHLC):


(1) The CLHLC shall be established in all Junior Colleges in the State. They shall work under the direction of the SLOAC / DLOAC concerned. These CLHLC shall provide assistance to the students in filling up of Online application form and other grievances related to the Online Admissions. The Principal of the Junior College shall take the responsibility for students' admissions and may nominate one or two faculty members to share the responsibility of these admissions.


The composition of CLHLCS shall be as follows: 



a) Principal of the Junior College concerned

b) Coordinator, as nominated by the Principal of the Junior College 

c) Technical Assistant(s) as nominated by the Principal of the Junior College

Implementation Process:


The Board of Intermediate Education, AP may entrust Online Admission Process to APCFSS or any other firm with the approval of the Government.

The Board of Intermediate Education, AP may enter MOU on mutually agreed terms and conditions with APCFSS/Firm concerned.

The Board of Intermediate Education, AP may issue further guidelines, wherever necessary, with the approval of the Government.


Power to remove difficulties:


The Board of Intermediate Education, AP has the authority to interpret rules wherever necessary and / or required and to remove difficulties in implementation of the project.

  • Click on Preview Details
  • Click on Submit if Data found correct.
  • Else click on Edit and Correct the data and Click on Submit Application
  • Successfully Registered message will be Displayed
  • Then Click on Web Options



WEB OPTIONS



  • Click on Web Options
  • Select by Course / by college
  • Enter required details in the Dropdown Lists
  • Click on show Colleges
  • Click on View to know about a particular College
  • Select Colleges with Priority numbers and Second Language (Minimum 10 number of colleges should be selected)
  • Save WEB Options to save the Data
  • If you need any corrections Delete WEB Options Select NEW Options and SAVE
  • Print your Application
  • Allotment Letter will be available in student's LOGIN as per Schedule
  • Visit College with Allotment Letter, Pay the FEE (Online / Offline) to JOIN


If the student didn't get Allotment in any of the preferred Colleges in Phase-I, he/she can proceed to the next Phase of admissions as per Schedule


COLLEGE LOGIN



  • Group wise Provisional Allotment list will be available in College Login 
  • List should be displayed in the College Notice Board
  • Student approaches the College with the
  • Allotment Letter.
  • Verification of Allotment Letter and Collection of FEE (Online / Offline) 

No need to collect the physical documents from the Students Confirmation of Admission in the Online list by clicking on the checkbox

ANNEXURE


Note:- For details, see the A.P Educational Institutions (Regulation of Admissions) Order, 1974 as subsequently amended "Local Area":-

(1) The part of the State comprising the District of Srikakulam, Visakhapatnam, West Godavari, East Godavari, Krishna, Guntur and Prakasham shall be regarded as the local area for the purpose of admission to the Andhra University area, (the Nagarjuna University) and to any other Educational Institution (other than a State Vide University or State vide Educational Institution) which is subject to the control of the State Government and is situated in that part.

(2) The part of the State comprising the District of Anantapur, Kadapa, Kurnool, Chitoor and Nellore shall be regarded as the local area for the purpose of admission to Sri Venkateswara University area and to any other Educational Institution(other than a State Vide University or State vide Educational Institution) which is subject to the control of the State Government and is situated in that part. "Local Candidate": A candidate for admission to any course of study shall be regarded as a local candidate in relation to a local area, (a) if such a candidate studied in Educational Institutions in the State for a period of not less than seven consecutive academic years ending with the academic area in which he appeared for the relevant qualifying examination,

He shall be regarded as local candidate in relation to that local area where he had studied for the longest period out of the said period of seven years In the event of the periods of study in two or more local areas being equal, he shall be regarded as a local candidate in relation to that local area where he studied during the last of the said equal periods In case such candidate not studied in educational institutions in any local area but as resided in the state during the whole of the said seven years, a Residential Certificate shall be produced on the above said lines.

"Relevant Qualifying Examination":- In relation to admission to any course of study, means the examination, a pass in which is the minimum educational qualification for admission to such course of study. For example, in the case of admission to the I' year Inter-10" Class Examination

For example, in the case of admission to the M.B.B.S. Course-Intermediate Examination "Reservation in non-State-wide Universities and Educational Institutions": -

1. Admissions to 85% of the available seats in every course of study provided by the Andhra University area or by any other Educational Institutions comprising the Districts of Srikakulam, Visakhapatnam, West Godavari, East Godavari, Krishna, Guntur and Prakasham Admissions to 85% of the available seats in every course of study provided by the Sri Venkateswara University area or by any other Educational Institutions comprising the Districts of Anantapur, Kadapa, Kurnool, Chitoor and Nellore 2 Admissions to un-reserved 15% of available seats to the following categories of candidates may be treated as eligible to apply for admissions to the Educational Institutions:

All local candidates defined in the Presidential Order

Candidates who have resided in the State for a total period of ten years excluding periods of study outside the State or either of whose parents have resided in the State for a total period of ten years excluding periods of employment outside the state.

Candidates who are children of parents who are in the employment of this State or

Central Government. Public Sector Corporations, Local Bodies, Universities and other similar Quasi-public Institutions within the State, and

Candidates who are spouses of those in the employment of this State or Central Government Public Sector Corporations, Local Bodies, Universities and Educational Institutions recognized by the Government a University or other competent authority and competent authority and similar other quasi-Goverment Institutions within the State.
