In the reference 10 cited Government of Andhra Pradesh has assured free and Compulsory education for the Children with an age group of 6-14 years, As per act, Section 29 (1) of the act, clause (b) of Sub section (1) of the section 12 of the Act, School Education Department, Government of Andhra Pradesh, dated:03.03.2011, in the age group 6-14 shall be complete 8 years of elementary Education irrespective of Gender, Caste etc„ the Government of Andhra Pradesh, have all initiations in respect of free and compulsory Education.
Accordingly them are 11,972 Out of School Children in Kurnool district as per Sadhikam Survey and Mana Badiki Podam survey.

During the enrolment drive which was conducted in the month of June 2018, among 11,972 of OSC 1,706 have been admitted to madarasas, Residential schools, KGBVs and Regular Schools Present net OSC is 10,266.

To conduct the special enrolment drive between 13.07.2018 and 21.07.2018 , the District level Committee and Mandal Level committees have been formed as follows.



  • District Level Committee District Collector & Chairman, APSSA, Kurnool -Convener Project Officer, APSSA, Kurnool - Member Convener District Educational Officer, Kurnool - Member Project Director 
  • NCLP - Member 
  • D.C.L Labour Departrnent - Member Project Director DRDA - Member Project Director MEPMA - Member 
  • Deputy Directors, BC , SC & ST welfare Departments - Member 
  • Mandal Level Committee :  Deputy Educational Officer -Convener(for every mandal) Mandal Educational Officer - Member 
  • Convener Highs School, Elementary School & UPS H.Ms - Members Cluster Resource Persons Member 
  • Hostel welfare Officers BC , SC & ST Member Inclusive Educational Resource Teacher (1ERT) Member Madarasa Nazims Member 


Responsibilities of the Mandal Level Team: 



The Convener of the Mandal level team i.e. The Mandal Educational Officer has to download the OSC survey data and has to prepare the data as per their mandal habitation wise and has to distribute to the mandal level committee members.

The convener has to conduct a meeting with the mandal level team members and has to allot their responsibilities.

All the Primary school students who completed 50 class during the academic year 2017-18 must be joined into 6. class in their neighbourhood Upper Primary Schools or High District Educational Officer, Kumool - Member Project Director NCLP - Member D.C.L Labour Department - Member Project Director DRDA - Member Project Director MEPMA - Member Deputy Directors, BC , SC & ST welfare Departments - Member Mandel Level Committee  Deputy Educational Officer -Convener(for every mandati Mandel Educational Officer - Member Convener Highs School,
Elementary School & UPS H.Ms - Members Cluster Resource Persons Member Hostel welfare Officers BC , SC & ST Member Inclusive Educational Resource Teacher (IERT) Member Madarna Karim Member

The Convener of the Mandel level team i.e. The Mandel Educational Officer has to download the OSC survey data and has to prepare the data as per their manila' habitation wise and has to distribute to the mandal level committee members.

The convener has to conduct a meeting with the mandal level team members and has to allot their responsibilities.

All the Primary school students who completed S. class during the academic year 2017-18 must be joined into 6. class in their neighbourhood Upper Primary Schools or High schools.

All the Upper Primary school students who completed clan or 8. class during the academic year 2017-18 must be joined into 8. class or 9. class in their neighbourhood Upper Primary Schools or High schools.

All the OSC students have to be joined in their neighbourhood school in their appropriate class as per their age.

The Manila] Team committee members are responsible to en roll OSC students into schools and all in school students have to be transmitted to their next class.

The hostel welfare officers are requested to verify whether the hostel students are transmitted to Residential schools or not If any such student is should be admitted in to their available hostel.

The ICDS department personnel has to verity whether the 5+ children are admitted to class I or not. If not they have to take cooperation of the concerned headmasters and CRPs in enrolment drive.

The convener of the mandal level team has to attend the meeting with the Hon'Ibe District Collector on mainstreamed children particulars ( proforma will be circulated) on 02.08.2018 at 10.30 AM in The Collectors conference hall.

The Manila' Level Committee is responsible in enrollment of OSC and Transmission into the nearby schools.
It is informed to the District Level Committee and Manila' Level Committees that the district level convergence meeting will be held on 17.07.2018 at sharp 10.30 AM in Sunayana Auditorium, Collectorate complex, Kurnool.

All the District Committee members and The Mandel Educational Officers, Hostel Welfare Officers, CRPs, SOS of KGBVs, one IERT for each manila', Deputy Educational Officers of the district are requested to attend the convergence meeting without fail. All the Mandel Educational Officers are requested to communicate the above said personnels to attend the district level convergence meeting on 17.07.2018 without fail.
