1. In the G.O. 1st read above, Government issued orders for establishment of 560 Urban Primary Health Centres in the state along with Human Resources (Doctors, staff nurses and Lab technicians on contract basis and Data Entry Operators and Last Grade Service on outsourcing). 

2. In the reference 4th read above, the Commissioner, Health & family Welfare, has requested the Government to accord necessary permission for filling up of the posts of Staff Nurses, Lab technicians on contract basis and Data Entry Operators and Last Grade Service on outsourcing basis sanctioned in G.O. 1st read above duly adjusting the 104 surplus staff of 40 Staff nurses, 297 Lab Technicians, 239 Data Entry Operators and 180 Last Grade Service Employees. 

3. Government after examination, hereby accord permission to the Commissioner, Health & family Welfare to fill up 40 Staff nurses, 297 Lab Technicians, 239 D Data Entry Operators and 180 Last Grade Service Employees of the 104 surplus staff in Dr.YSR Urban Clinics from the posts sanctioned in the G.O. 1st read above and to fill up the remaining posts of 1004 Staff Nurses, 240 Lab Technicians on Contract Basis through District Selection Committee and 321 Data Entry Operators and 380 Last Grade Service employees on outsourcing basis through APCOS for a period of one year. 

The details of posts district wise to be filled through DSC and APCOS are annexed to this order. For the cadres on contract basis, the consolidated payment @ 90% shall be paid out of the salary mentioned against the posts in G.O. 1st read above. In the event of the continuance of the same candidate, the consolidated payment shall be @ 95% and @100% of the salary for the second and third years respectively. 

4. Government hereby permits the Commissioner Health & Family Welfare to notify the vacancies duly reviewing the actual number 104 surplus staff working as on date to be adjusted. 

5. The selection of candidates on contract basis shall be made by the committees as indicated below : 

 

District Selection Committee: 



1. District Collector : Chairperson 

2. District Medical & Health Officer : Member Convenor 

3. Dist. Co- coordinator of Hospital Services : Member 

4. Superintendent of Teaching Hospital : Member (In districts where teaching Hospitals are located) 


6. The selection of Staff to be recruited on contract basis, the weightage of marks for the service rendered by the individuals shall be as per the orders issued in G.O.Rt.No.163 HM & FW Dept. Dt:12.09.2018 read with G.O.Rt.No.301, HM & FW (B) Dept. Dt:20.06.2020 and Memo No.12606/K2/ 2011-, Dated: 20.04.2012 .

7. The Government also directs that this recruitment is subject to follow the rule of reservations as per rules. 

8. The services indicated to be engaged on out sourcing basis shall be done through the APCOS and the rule of reservations and qualifications and technical expertise assigned to the posts shall be taken into consideration. 

9. The Commissioner, Health & family Welfare and Mission Director NHM shall take further necessary action in the matter. 

10. This order issues with the concurrence of the Finance Dept., for their U.O No.1263500/HR-II/FIN01-HR0MISC/91/ 2020, dated:28.06.2021
