“JAGANANNA SMART TOWNS” For development of Middle Income Group Layouts by the Development Authorities in the State Resumption of Government lands alienated in favour of/Government organisations/ Government departments / Public Sector Undertakings/State Government Corporations on the grounds of violation of conditions or non-utilisation of the alienated lands and handing over advance possession to Municipal Administration & Urban Development Dept. – Lands acquired by various departments for any public purpose but not put into use for the same purpose - Authorization to the District Collectors to utilize for development of MIG Layouts – Orders – Issued GO.MS.No 193 Dated: 27-07-2021

1. G.O.Rt.No.130, Municipal Administration & Urban Development Dept.,  Dt.23.03.2021. 

2. G.O.Ms.No.38, Municipal Administration & Urban Development Dept. Dt.09.04.2021. 

 

In order to promote planned/ integrated developments of various towns by providing the basic infrastructure facilities and to address the aspirations of Middle-Income Group for quality housing by ensuring 

availability of residential plots with clear title and at affordable prices, the Government issued certain guidelines for developing well planned MIG layouts/Jagananna Smart Townships by the Development Authorities in the State vide G.O. 1st & 2nd read above. 

2. Govt. with the above objective have decided to utilise any unutilised Government land earlier alienated in favour of Government organisations/ Government departments / Public Sector Undertakings /state Government Corporations/Urban Development Authorities & Urban Local Bodies and also lands acquired by various departments for any public purpose but not put into use for purpose of this scheme “developing well planned MIG layouts/ Jagananna Smart Townships. 

3. In order to speed up implementation of scheme, Govt. decided to delegate powers to District Collectors for handing over of advance possession of suitable vacant Govt. lands to MA&UD Department subject to pending regular alienation. 

The District Collectors shall furnish details of such lands for development of Middle Income Group Layouts purpose to the CCLA & Spl.CS., AP and Government. 

4. Accordingly, Govt. hereby issue the following orders: 

i. to authorise the District Collectors to handover advance possession of suitable and vacant Govt.land to Municipal Administration & Urban Development Department directly subject to pending regular alienation. 

ii. to authorize the District Collectors to resume the unutilised 

Government lands on the grounds of violation of conditions or non-utilisation of the allotted land which was earlier alienated in favour of Government organisations/ Government departments / Public Sector Undertakings/ State Government Corporations/Urban Development Authorities & Urban Local Bodies on the grounds of violation of conditions or non-utilisation of the alienated lands in terms of G.O.MS.No.57, Revenue (Assn.I) Department, Dated 16-02-2015 and they are further authorised to utilise the lands acquired by various Government departments/ organisations for any public purpose but not put into use for the same purpose. 

These lands shall be utilised for developing well planned MIG layouts/ Jagananna Smart Townships.

5. These powers are delegated to District Collectors for developing well planned MIG layouts/Jagananna Smart Townships only. 

6. The District Collectors are further instructed that not to propose any lands belonging to Endowments, Educational Institutions, Wakf or any other religious related lands, environmentally sensitive and fragile areas such as, tank beds, river beds, other water bodies and hillocks with afforestation, any other objectionable Govt.poramboke/ community poramboke etc., for the above purpose. 

7. All the District Collectors shall take necessary action in the matter accordingly.
