Read:1. Instructions of MHRD, New Delhi in the meeting of PAB-2021-22 held on 29-06-2021.

2. Rights of Children to Free and Compulsory Education Act, 2009.

3.Note orders of the State Project Director, Samagra Shiksha, A.P., Vijayawada, dt:08.07.2021.


The attention of all the Ex-Ofcio District Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State is invited to the reference 1st cited, and they are informed that the MHRD, New Delhi, has instructed to improve the enrolment of Children with Special Needs in UDISE+ Hence it is instructed to conduct a drive for Identifcation, Enrolment and update in UDISE+ of CwSN in Government and Government aided schools for the academic year 2021-22 from 12-07-2021 to 31-07-2021 duly following the instructions scrupulously as follows:-

Schedule for the Programme (identifcation & Enrolment of CwSN in schools) Enumerators:




The CRPs (Cluster Resource Persons), IERPs (Inclusive Education Recourse Persons), PTIs (Part-time instructors), Anganwadi workers (ICDS), CRTs (Cluster Recourse Teachers) & Special Ofcers of KGBVs, Village Volunteers, Ward Welfare Education Assistants may be utilized in urban areas. 


Role and responsibilities of the District Ex-Ofcio Project Coordinators:


• Instruct concerned district authorities for preparing an action plan for

enrolling Children with Special Needs and identifcation of Out of School

Children with Special Needs in schools.

• Instructions should be given to all the School Complex Head Masters and

the Teachers to co-operate with the enumerators and enrol identifed CwSN in schools.

• Instructions should be given to all Deputy Educational Ofcers and Mandal

Educational Ofcers to conduct the targeted Household survey for

identifcation of Children with Special Needs.

• Should visit 1or 2 Mandals per day during the programme.

• Conduct review meetings twice a week with the MEOs, Dy.E.Os and Sectoral Ofcers.


Role and Responsibilities of Additional Project Coordinators:


• Monitoring of enrolment drive regularly and rectifying gaps at feld level.

• Developing pamphlets, posters and banners about the facilities provided to CwSN in schools with the support of district sectorals.

• Communication of SPO instructions from time to time to all feld functionaries.

• Monitoring of Day-wise progress.


Role and Responsibilities of District IE and Asst.IE coordinators:


• Obtain Out of school Children with Special Needs information from district Alternative School coordinators.

• Designing of posters, pamphlets and banners.

• Defne roles and responsibilities of IERPs.

• Collecting day-wise progress on enrolling of CwSN in schools.

• Submit day-wise consolidation report to SPO.


Role of Deputy Educational Ofcers:


• Conducting mandal level orientation to School Complex Head Masters, MEOs enumerators and other stakeholders.

• Visit 3 to 4 mandals per day.

• During the survey, cross-check randomly and ensure a quality survey.

• Coordinate with all Mandal Educational Ofcers in the division.

• Monitoring the Progress of surveys in their jurisdiction.

• Submission of consolidation report to the Additional Project Coordinator.


Role of Mandal Educational Ofcers:


• Conduct of mandal level orientation to School Complex Head Masters and other stakeholders. 

• Identifcation of Enumerators. 

• Preparation of day-wise and village wise action plan.

• Allotment of habitations/Wards to the enumerators.

• Conduct of orientation programme for the enumerators.

• Visit 4 to 5 villages/Habitations/Wards per day.

• During the survey, cross-check at random and ensure quality survey.

• Collection of data from the enumerators.

• Submission of consolidated report to the concerned Deputy Educational Ofcer. 

• Monitoring the progress on daily basis.


Role and Responsibilities of IERPs:


• Enrolling of identifed CwSN in schools that are communicated by District IE coordinator.

• Submit day-wise progress report to district IE coordinator.

• Motivate and mobilization of parents of CwSN on the importance of Education to their children.

• Creating awareness to community members on policies and provisions that are providing to CwSN by the government of Andhra Pradesh.


Role of Sectoral Ofcers.


• Visit 2 to 3 mandals per day in their allotted division.

• During the survey, cross-check randomly and ensure a quality survey.

• Time to time guidance to the MEOs and Enumerators.

• Conduct reviews with the MEOs on the progress of the Survey.

• Cross verifcation of data at the feld level.

Role of School Complex Head Master:

• Orientation to Teachers and enumerators.

• Monitoring of cluster-level verifcation.

• Visit 2 or 3 villages per day.

• During the survey, cross-check randomly and ensure a quality survey.

• Cross verifcation of the data.

• Submission of day-wise progress to the MEO.

• All CwSN must continue their education from Pre-primary to Intermediate.


Role of Enumerator:


• Conduct and complete the survey as per the schedule prescribed.

• Collecting accurate enumeration.

• All schools/ villages should be covered within the timeline.

• Concentrate until completion of “Identifcation of CwSN Survey”.

• Submission of day-wise reports to the Complex chairman & MEO.

• Identify all CwSN information in allotted areas.

• The targeted age group was from Pre-primary to Intermediate. 


Role of Village Volunteers & Ward Welfare Education Assistant:


• Collect all Children Special Needs data in their allotted area. 

• Motivate the parents of CwSN towards the education of their children.

• To communicate the dropout and migrant children information to the  School Headmaster and the MEO concerned from time to time.

• State-level: Director (RMSA), and Deputy Director (IE & OSC Wing).

• District level: DEO, Additional Project Coordinator and all Sectoral ofcers & Asst. Sectoral ofcers of Samagra Shiksha.

• Divisional level: Deputy Educational ofcers, Deputy Inspectors of Schools (Urdu), Asst. Labour Ofcer.

• Mandal level: MEOs, Complex HM, School HM.Instructions:

• A district-level convergence meeting has to be convened by the Additional Project Coordinator to highlight the need and necessity for conducting the proposed survey in the district through Webex.

• District IE Coordinator and Assistant IE Coordinator are the responsible persons to implement the programme at the District level.

• All the participants should be properly motivated and instructed to perform the assigned work with the utmost quality in the stipulated time. Submit the names of enrolled CwSN in school to the State Project Ofce .

• The MandalEducational Ofcer is the Mandal level convener for surveyingthe identifcation of Children with Special Needs.

• Complex Head Master is the cluster level convener for his complex to trace out the CwSN and identifed out of School CwSN. The role of the Complex Chairman is very crucial for the identifcation of CwSN.

• The Enumerators should take proper care to identify the CwSN.

• The Enumerators should not give false and fabricated information under any circumstances. If anything found wrong serious views will be taken against individuals.

• DEOs & Ex-Ofcio Project Coordinators /Additional Project Coordinators must give priority for the enrolment and instruct IERPs/CRPs/Part-time Instructors and those who are involved in the Survey until completion of the programme.

• The Mandal Educational Ofcers should submit enumerator wise habitation-wise work allotment and action plan to the DPO Ofce and the DPO, in turn, to submit the same to the SPO Ofce.

• MIS Coordinator at Mandal level is responsible for enrolling the identifed CwSN in UDISE+and submit the daily consolidated report to DPO Ofce.

• MIS Coordinator at the district level is responsible to submit the daily consolidated status reports to SPO.

• Additional Project Coordinator should appoint one sectoral ofcer for each division for close monitoring of the programme.

• Consolidation of data at the district level is the sole responsibility of the MIS /Planning Coordinator of Samagra Shiksha. 

• The Village Volunteer and Ward Education Assistant need to support the enumerators in their Jurisdiction and ensure the quality of Survey.

This has got the approval of the State Project Director, Samagra Shiksha, Andhra Praesh, Vijayawada.
